Local bodies check the classification recorded in the patta and chitta before they process a building plan, not the physical condition of the land on the day of inspection. A field that has not seen a crop in a decade can still be recorded as nanjai, and that record — not the dry soil — is what the approving authority relies on.
This surprises buyers who inspect land themselves and see nothing that looks agricultural. The classification changes only through a formal conversion process; it does not update automatically because cultivation has stopped, and no amount of time makes an unconverted plot eligible on its own.
