Every genuinely approved layout carries a Planning Permit / Layout Approval number issued by the Directorate of Town and Country Planning (DTCP), a Local Planning Authority, or the panchayat union in the case of older approvals. That number is tied to specific survey numbers and subdivisions, in a specific village and taluk.
The common trick is simple. A seller obtains approval for a small portion of land, prints that number on the brochure and the boundary wall, and then sells plots from adjoining land that was never part of the approved layout at all. Your plot sits fifty metres outside the approved boundary, but the marketing material shows one continuous project.
The bank's advocate compares the approval order with the survey numbers in your sale deed. If the survey number in your document does not appear in the approval, the file stops there. Ask for the approval order and the approved plan — not the brochure — and read the survey numbers listed in it against the parent document.
