When information about a cognizable offence is recorded, the substance is entered in the station records and a copy of the information as recorded is to be given to the informant, free of cost, without the informant having to apply for it separately. The provision has been carried through into the current criminal procedure law, and its purpose is straightforward: the person who reported the offence should be able to see what was written down.
Two words in that sentence do the work. 'Free' means no fee of any kind, including any charge described as being for paper, stamp, photocopying or processing. And 'forthwith' — the copy is not something to be collected after a waiting period or after the investigation has progressed.
It is worth being clear about who holds the right. It belongs to the informant, the person who gave the information. Other persons, including an accused, have their own routes to obtain documents at appropriate stages, but those are separate questions governed by different provisions.

இந்த உரிமை யாருக்கு உரியது என்பதைத் தெளிவாகச் சொல்வது மதிப்புள்ளது. அது தகவல் தருபவருக்கு — தகவலைத் தந்தவருக்கு — உரியது. குற்றம் சாட்டப்பட்டவர் உட்பட மற்ற நபர்களுக்குப் பொருத்தமான கட்டங்களில் ஆவணங்களைப் பெற தங்கள் சொந்த வழிகள் உள்ளன; ஆனால் அவை வெவ்வேறு விதிகளால் ஆளப்படும் தனிக் கேள்விகள்.
