PAN is issued to a person for income tax purposes, and 'person' in tax law is a defined term that includes individuals, companies, firms, associations of persons, trusts and local authorities. If the business is one of those, it is a person, it is assessed on its own income, and it needs its own PAN.
A sole proprietorship is not on that list, because it is not distinct from the proprietor. The income of the business is the proprietor's income, taxed at individual slab rates in the proprietor's return. There is therefore nothing to give a separate PAN to — the individual PAN already covers it.
This is why the question 'how do I get a business PAN for my shop' often has the answer 'you already have it'. What a proprietor may separately need is a current account in the trading name, a GST registration, a trade licence or a Udyam registration, and those are frequently what people actually mean when they ask.
