Every planning authority area in Tamil Nadu is covered by a master plan or detailed development plan that divides land into use zones — primary residential, mixed residential, commercial, industrial, institutional, agricultural and special or hazardous. The zone is a planning decision about the character of an area. It is made independently of who owns which plot, and it is not altered when the plot changes hands.
This is the point most owners miss. A sale deed transfers ownership of the land. It says nothing about what may lawfully be built or operated on it. You can own a plot absolutely, hold a clean patta and a clear encumbrance certificate, and still have no right to run a commercial establishment from it, because the permitted uses were fixed by the plan long before you bought.
The practical consequence is that the first question is never 'is the land mine?' but 'what zone is it in, and what does that zone permit?'. The planning authority for your area — the CMDA within the Chennai Metropolitan Area, the DTCP or the relevant local planning authority elsewhere — holds the zoning map that answers it.
