When an instrument affecting immovable property is registered, the registration department indexes it against the property. An encumbrance certificate is a search of that index for a given property over a given period, returned as a list. Each entry shows the nature of the transaction, the parties, the date and the document number.
For a buyer the certificate answers one question above all: is there anything registered against this land that would survive the sale to me? A subsisting mortgage is the classic example — the bank's charge does not disappear because the owner sells, and a buyer who pays without discovering it has bought someone else's debt along with the land.
It also reveals whether the same land has been sold before, and to whom. Double registration — the same parcel sold to two different buyers — leaves a trail in the index, and the EC is where that trail is read.

வாங்குபவருக்கு இந்தச் சான்றிதழ் எல்லாவற்றுக்கும் மேலாக ஒரு கேள்விக்குப் பதிலளிக்கிறது: எனக்கான விற்பனைக்குப் பிறகும் நீடிக்கும் எதுவும் இந்த நிலத்திற்கு எதிராகப் பதிவு செய்யப்பட்டுள்ளதா? நிலுவையில் உள்ள அடமானம் உன்னதமான உதாரணம் — உரிமையாளர் விற்பதால் வங்கியின் கடன்பொறுப்பு மறைந்துவிடாது; அதைக் கண்டுபிடிக்காமல் பணம் செலுத்தும் வாங்குபவர், நிலத்துடன் சேர்த்து இன்னொருவரின் கடனையும் வாங்கியுள்ளார்.
அதே நிலம் முன்பே விற்கப்பட்டுள்ளதா, யாருக்கு என்பதையும் அது வெளிப்படுத்துகிறது. இரட்டைப் பதிவு — அதே நிலம் இரு வேறு வாங்குபவர்களுக்கு விற்கப்படுவது — குறியீட்டில் ஒரு தடத்தை விடுகிறது; அந்தத் தடம் படிக்கப்படும் இடம் EC.
