A patta is an account maintained by the revenue administration. It links a survey number and extent to a person, and its administrative purpose is to identify who the state will look to for land tax and who is recognised as being in possession. It is a genuinely useful document, and no careful purchase skips it — but it answers a narrower question than most buyers think.
The record is created and updated on application. When land changes hands, the buyer applies for transfer of patta and produces the registered deed. The revenue officer's role is to satisfy himself that the applicant's claim is supported, and to mutate the record accordingly. He is not conducting a title investigation, and he does not adjudicate competing claims of ownership.
That is why a patta can be perfectly genuine and still not settle the question you are asking. It tells you the revenue records recognise this person in respect of this survey number. It does not tell you that the person's title is good, that no one else has a claim, or that the land is unencumbered.
